Before you buy a plot

  1. Make sure the plot is urban land (suelo urbano). Cheap land is often rural land where you cannot build a home.
  2. Ask the town hall for the planning report on the plot (informe or cédula urbanística): land class, buildable m², height and setbacks.
  3. Check the utilities at the plot boundary: water, electricity and sewer. Ask each supplier for a connection quote before you sign.
  4. Check access. Modular homes arrive by truck in large modules and are set in place by crane: road width, bends, slope and space for the crane all matter.
  5. Get a soil study before final pricing. The foundations, and their cost, depend on the ground.
  6. Ask about setbacks, rights of way and flood risk. They limit where the house can go on the plot.

Permits for prefab and modular homes in Spain

  • A prefab or modular home fixed to the ground is a new building like any other: it needs a municipal building licence (licencia de obras) and a project signed by an architect (Ley 38/1999, art. 10). Source
  • On rural land (suelo rústico), new homes are only allowed as an exception, under each region’s planning law (RDL 7/2015, art. 13). Look for urban land with services (solar). Source
  • A 10-year structural insurance (seguro decenal) is required for new homes. A self-builder of one house for their own use is exempt, but must take it out if they sell within 10 years. Source
  • The home must meet the Spanish building code (CTE), including its energy-saving rules. Ask the manufacturer for proof of CTE compliance. Source
