Before you buy a plot
- Make sure the plot is building plot (bouwkavel). Cheap land is often rural land where you cannot build a home.
- Look up the plot in the omgevingsplan on the Omgevingsloket map, and ask the seller for the kavelpaspoort (plot passport) if the municipality sells the plot.
- Check the utilities at the plot boundary: water, electricity and sewer. Ask each supplier for a connection quote before you sign.
- Check access. Modular homes arrive by truck in large modules and are set in place by crane: road width, bends, slope and space for the crane all matter.
- Get a soil study before final pricing. The foundations, and their cost, depend on the ground.
- Ask about setbacks, rights of way and flood risk. They limit where the house can go on the plot.
Permits for prefab and modular homes in the Netherlands
- Building a house usually needs an environmental permit (omgevingsvergunning) from the municipality under the Environment and Planning Act. The online Omgevingsloket permit check tells you what applies. Source
- Since 1 January 2024, new detached and terraced homes also need an independent, registered quality inspector (kwaliteitsborger) who checks the build and signs off at completion. Source
