Before you buy a plot

  1. Make sure the plot is building land (terreno edificabile). Cheap land is often rural land where you cannot build a home.
  2. Ask the municipality for the CDU and check the plot’s building index (indice di edificabilità) in the PRG or PGT.
  3. Check the utilities at the plot boundary: water, electricity and sewer. Ask each supplier for a connection quote before you sign.
  4. Check access. Modular homes arrive by truck in large modules and are set in place by crane: road width, bends, slope and space for the crane all matter.
  5. Get a soil study before final pricing. The foundations, and their cost, depend on the ground.
  6. Ask about setbacks, rights of way and flood risk. They limit where the house can go on the plot.

Permits for prefab and modular homes in Italy

  • A new home needs a building permit (permesso di costruire) from the municipality (DPR 380/2001, art. 10). Prefab structures used as homes count as new buildings (art. 3), so the same permit applies. Source
  • Before buying, get the land-use certificate (certificato di destinazione urbanistica, CDU, art. 30) from the municipality. It states the plot’s zoning and is valid for one year. Source
