Before you buy a plot

  1. Make sure the plot is building land (Bauland). Cheap land is often rural land where you cannot build a home.
  2. Read the Bebauungsplan at the town hall, or file a preliminary building enquiry (Bauvoranfrage) before you buy.
  3. Check the utilities at the plot boundary: water, electricity and sewer. Ask each supplier for a connection quote before you sign.
  4. Check access. Modular homes arrive by truck in large modules and are set in place by crane: road width, bends, slope and space for the crane all matter.
  5. Get a soil study before final pricing. The foundations, and their cost, depend on the ground.
  6. Ask about setbacks, rights of way and flood risk. They limit where the house can go on the plot.

Permits for prefab and modular homes in Germany

  • A plot is buildable inside a zoning plan area (Bebauungsplan, BauGB §30) or within an existing built-up area (§34). Each state’s building code (Landesbauordnung) then sets the permit procedure. Source
  • In the open countryside (Außenbereich, BauGB §35), new homes are generally not allowed. Cheap land outside villages is often not building land. Source
  • New homes must meet the Buildings Energy Act (GEG). Fertighaus makers usually supply the energy certificate with the house. Source
